fleet-status: run on a label event only for the verified label - #200

The lanes read one label, verified; any other label event ran a status job that posted nothing new, and a Dependabot PR fires two as it opens. Moves the askalf/ci pins to 84d68a0 (askalf/ci#159), whose checker requires the filter.

Verdict: approve. The condition skips unrelated label events while preserving verified-label updates and the existing paths for reviews, comments, and workflow completions. Both status workflows and the self-test now use the same commit-pinned action revision, with their existing permissions unchanged.

The fleet status job now runs on a
labeled/unlabeledevent only when the label isverified, the one label the lanes read. Any other label event ran a status job that posted nothing new, and a Dependabot PR fires two as it opens.This also moves the askalf/ci fleet-status pins to 84d68a0 (askalf/ci#159), whose fleet-status-check requires the filter. The checker run locally over this branch: 0 failures.
